Psychology/belief/Schiffer: a scientific cognitive psychological theory will quantify via functions from external indices of functional roles on internal physical states.
The external indices must be no propositions, but can be interpreted sentences or formulas. - Even uninterpreted.
The psychology must accept any content. - That is, they must not be semantical. - Instead laws, such as input to belief leads to action.
Unformulated theory: we identify the equivalence class of sets that they would formulate.
