An expression (or fragment) of a completely foreign language is not unambiguously translatable into a known language, because it is not determined, whereupon the expression of the foreign language relates. Even pointing to an object does not create unambiguity. E.g. only a part or a property of the object can be referred to. Gavagai: Quine asks how the sentences of the natives are to be distinguished into contingent empirical platitudes on the one hand and necessary conceptual truths on the other. For the natives it is enough to know which phrases are certainly true. They have no idea of conceptual, necessary truths.
If claims are justified by the community, not because of the nature of the inner episodes, it makes no sense to try to isolate privileged notions.
