Mause I 64 Democratic Theory/Barry: International democracy theory has been shaped for almost three decades by two books written by economists: Capitalism, Socialism, and Democracy by Joseph A. Schumpeter (1942) (1) and An Economic Theory of Democracy by Anthony Downs (1957 (2). In the history of theory there are only a few works on economic democracy theory (cf. however the works of Brian Barry 1970) (3).
