Government budget: A government budget is a financial plan that outlines how a government will spend its money over a specific period of time, typically a year. It includes both expected revenues, such as taxes, and planned expenditures, such as spending on social programs, infrastructure, and defense. See also State, Government, Taxation, Government debt.

Government Budget/Downs: Downs came to the surprising conclusion in 1960 (1) that the state budgets of Western democracies tend to be too small.
Reason: 1. a rational ignorance of the voters, 2. the logic of political competition.
Political Parties/Downs: Thesis: political parties would only offer spending programs desired by voters. Because of their rational ignorance, voters only accept taxation for expenditure whose benefits are immediately apparent to them. With full information, voters would demand higher spending.
