Emissions trading: Emissions trading, or cap-and-trade, is a market-based approach to control pollution. Governments set an overall limit (cap) on emissions, issuing permits accordingly. Companies can trade these permits, incentivizing lower emissions. This system encourages efficiency as businesses innovate to reduce emissions, providing financial benefits to those emitting less and meeting environmental targets. Samuel Fankhauser on Emissions Trading - Dictionary of Arguments

Fankhauser I 1
Emissions Trading/Fankhauser: Until now, emissions trading has been the carbon pricing instrument of choice in most jurisdictions. In the European Union, the EU Emissions Trading System (EU ETS) covers almost half of total greenhouse gas emissions. Carbon is also traded in Canada, China, New Zealand, Switzerland, and the United States, although most of these schemes are limited in their regional or sectoral scope (World Bank, 2016)(1).
