One consequence is that populists everywhere love to disparage universalism as the particularism of the rich. The initial eagerness of the formerly captive nations to join the liberal West in 1989 stemmed at least as much from nationalist resentment at Moscow’s forty-year hegemony as from a deep-seated commitment to liberal values and institutions. But in the intellectual climate of the 1990s, the moral unacceptability of ethnic nationalism was woven into the ideal of a sought-after ‘normality’. Ethno-nationalism was also associated with the bloody Yugoslav wars. In addition, post-national talking points were eagerly exported eastward by the European Union. These factors militated against total candour about the role of national feeling in the rush of formerly communist nations to join the West.
