This trend arises with structural necessity from a legal and moral development that shifts the securing of consensus for conflicts to ever more abstract levels. Even the simplest interaction systems do not function without a certain degree of generalized action orientation.

The basic problem is: how does ego manage alter to continue an interaction in the desired way - how does he avoid a conflict that interrupts the action sequence?
Habermas: We come across trivial elements that are not bound to any special prerequisites: the prestige that ego enjoys and the influence it exerts. When a respected person takes the initiative, he/she can count on an advance of trust that (...) pays off in a willingness to reach a consensus and to follow up on individual situations. The prestige that some people have is reflected in the generalized action orientations of the other interaction participants.
