Brocker I 630 Sovereignty/Political Theory/Waltz: Sovereignty of states does not mean that every state can act as it pleases, but rather the freedom itself to decide how to regulate internal and external challenges (1) e.g. whether it cooperates with other states or not. >Cooperation, >Autonomy. This concept of sovereignty is the key to understanding the equal treatment of all states in neo-realist theory or their subsumption under the term "units". Regardless of major differences in economic power, population or territorial size, all states fulfil the same functions: to create internal and external security.
