Brocker I 836 State/Huntington: Although nation states are not losing their role as major actors in world affairs, the driving force of global conflicts has changed completely. States argue in the name of cultures, and wars are fought as cultural conflicts. State associations are a necessity for cultural brotherhoods, and formerly national enmities now run along cultural boundaries. In this respect, Huntington sees supposedly politically or economically shaped inequalities as different cultural prerequisites and inevitably expects confrontations between Western cultural areas and "non-Western societies". (1) Brocker I 837 West/Western Civilization/Western States: Huntington sees them today as a universal state (2) which positions itself as a union of states and regimes against equal, competing cultural areas.
