The minimal state is a polity that restricts its responsibilities to protecting individuals from aggression, theft, breach of contract, and fraud. It maintains only those functions necessary to ensure the protection of liberty and property rights, such as law enforcement, courts, and national defense, while abstaining from economic and social intervention.
