L. Alan Winters: L. Alan Winters (born 1950) is a British economist renowned for his expertise in international trade, development economics, and migration. He is an Emeritus Professor of Economics at the University of Sussex and a Fellow at the Centre for Economic Policy Research and IZA. Winters served as Chief Economist at the UK Department for International Development (DFID) from 2008 to 2011 and as Director of the World Bank's Development Research Group from 2004 to 2007.
