Brocker I 131 Political Parties: However, democracy is practically impossible without parties, which is why Kelsen states unequivocally that democracy must be "a necessary and inevitable party state" (1). The people only become "political power" through their integration into parties(2). >People/Kelsen. Brocker I 132 Kelsen starts from the assumption that the will of the people does not exist and simply has to be recognized, but that political unity has to be organized again and again. Kelsen therefore also welcomes coalition governments as organised forms of compromise (3). Here the compromise becomes the epitome of the modus operandi of democracy. 1.
